PM's stuck in Outbox

Why are the PM's I'm trying to send stuck in the outbox? I don't understand what I'm doing wrong?

I think they stay there until the other person logs in.

The PM's that you send are placed in the Outbox and stay there until the person you sent the PM to actually reads the PM.
