Extruder and bed heating slowly

I am having an issue with both the extruder and heated bed taking a long time to heat up. I am using ABS, so I have the extruder set to 240 and the bed to 110.
The extruder heats up to ~150 in a couple of minutes, but after that it slows down a lot. It has taken it about 20 minutes to heat up from 150 to 195. It got close to 200, but now it seems to have cooled down and leveled out at ~192.
The bed is similar, it heats up to about 75 in about 5 minutes, but then it takes it another 20 minutes to get up to 100. After that it seems to just stay at 100.
What could be causing this particular issue of a slow heat up? I used 16ga wire for the heated bed. For the extruder, it is going through 18ga conductor wire.
Edit: forgot to mention, I just finished putting the kit all together a few days ago. So this is the first time I am heating it up
