Is this a temperature, speed, or extrusion problem?

Trying to calibrate my Rostock Max v2 with a BondTech QR extruder & E3D hotend to do a better job printing ABS. I have an aluminum bed and PEI and the printer is enclosed. I have no problems with with the first hundred or so layers... It seems that whenever the printer has to print a smaller vertical portion of a print that the layers don't seem to bond as they should and start to look sloppy as if I was over extruding or not running hot enough. I'm confused though because the bottom looks perfect and after the printer gets past the vertical bits and has some longer horizontal sections it goes back to doing fine again which makes me think it may just be trying to print the smaller vertical sections too fast... the example in the photo was printed at Outside Parameters 30mm/sec & Inside Parameters 40mm/sec. 100 degree bed & 240 degree hot-end (I had originally tried it at 235 degrees with similar results).
Any ideas how I can get cleaner prints?
