Problems with Vase Near the Top - Otherwise Good

I got my new DIY rockstock max v3 setup and running and tried printing a vase for the first time.

Sliced with Simplify3D medium with vase feature enabled.

Filament was Deltamaker Green PLA

From a foot or so it looks great but as you get close you can see near the top/narrow area it had some issues.

My best guess is it is related to cooling but I'm not sure how to fix it as the new max v3 has indirect cooling via the 3 fans and they were running the entire time. In S3D I could setup a new process to have it slow down near the top.

Is it possible to have it print perfect with just one process/slice settings for the entire height?
