yellow was much easier to dial in it seems...

Yes, a fan would help. Black PLA always seems to be the hardest to print for some reason.
I always use a cooling fan when printing PLA and it makes a huge difference.
I would also experiment with the temperatures that you are using to extrude the PLA, each color
is going to require a tweak to the temperatures.

I've been fighting a black PLA issue myself. That stuff drives me nuts and it appears to be an issue with the black PLA. I've been running tests at 205C with the layer fan cranked to 100% for the whole print. The layer consistency is pretty good at that setting. A layer fan IS a must with PLA though - it really improves the results you get.
A PEEK fan is also required.

Is the layer fan you are using on Thingiverse?

from my little Experience it's look like all the Dark abs make hard time... i got few problem myself with the brown abs, i need to print with peak fan on . it's look's like all the dark abs become like tar inside the hot end and doesn't get well....
try to decrease the hot end temp wile printing with them and put the hot end fan on

Eaglezoar, it's on Repables. (See the rostock max docs thread - I post a photo and a link towards the end of that thread).
