I'm guessing that it mounts below the heatsink to keep air from hitting the print. I've had experiences before where air from the hotend fan impacts the quality of an ABS print because it's only coming from one side. My fix has been to mount the E3D heater block 'away' or downwind from the fan so that it acts as its own windbreak, but I've thought about making an insert like this. Nice idea!

Basically it increases efficiency of airflow and redirects it to the heatsink. Same principle in air diversion panels in cars. Without the plate shown (with Greddy Logo), hot air can recirculate from engine bay back into the radiator fans by going above it and add heat to the engine. With the plate, the engine hot air is blocked and only fresh air can pass through the fans, increasing cooling efficiency of the radiator. And yes, it helps to reduce air touching your print.
