for some reason the skirt is printing up the entire object... anyone else seen this? i even have it disabled in this example

That's a special feature for multi extruders. It's on the Print Settings->Multiple Extruders page. The Ooze Protection Enable checkbox. Mouse over it to see the tool tip description.
