No, not unless you create a way to turn it on and off.

I suspect most people that install light rings aren't terribly concerned about turning them off.

Also VCC(5V power) and GND are on this connector (which in turns provides 3.3V power for the SD card)...

I'd verify the wiring harness was assembled correctly. Since you have two of them, and one is known working, that should be fairly easy to do. Same color wires to same pin positions in same connectors, etc.

That's generally true in the USA as well. Code requirements only apply to new work, not existing installs. Most of the arduino chips will operate on 3.3V. Of course, the I2C signals from the HE280 are 5V based, ironically having been level-shifted from 3.3V. 2's complement is what most people expect these days. You don't actually run into 1's complement much anymore, unless you're dealing with antique hardware. I think you've made a false assumption. The expected settings of ?_HOME_DIR are either 1 or -1, NOT 0. I've no idea what your underlying cause is, since I don't see how you could draw that much power without blowing one of the fuses. Given your experience so far, I'd look for a better power supply than that wall-wart. It may measure 12V, but it's probably dirty unregulated power. The nano/micro boards don't mount big capacitors like the full-size boards...they assume the input power is pretty clean to start with. Forget the 20V ...

Try one device at a time on the i2c bus before you worry about multiple devices on the bus.
And make sure you don't have the clock and data lines swapped (I dont remember which arduino pin is which).

Yup, that would do it. Connecting any arduino ground pin to the ground bus line should get you better results.
Connecting VIN to the +12V bus would mean USB power is no longer required. Of course you still need USB for other reasons.

You haven't connected your HE280 ground to the Arduino ground. I2C requires a common ground to function.

The HE280 doesn't need 5V from the Rambo. It has it's own 5V and 3.3V regulators onboard that use the 12V input for the Heat cartridge. The 5V pin on PS_ON is not being used.
