If your gcode is commanding different speeds and you're not getting different speeds there's a chance your speed limit in your firmware is lower than all the speeds commanded by the gcode.

Is your thermocouple still in good contact? Have you confirmed your PEEK fan is still running and blowing over the hot end in the correct direction?

The Slic3r environment variables should be in square brackets, not curly.

I downloaded the preferences you're talking about and looked at it. It specifies triangular infill, which is not a listed option in Slic3r, so it shouldn't be for the Slic3r engine. The curly brackets around the environment variable names would also be a problem if the Slic3r engine is trying to use...

IR thermometers can be less reliable when targeting something as small as a hot end. Have you added the PEEK fan and are you sure the filament is not PLA?

Did you get your copy of Slic3r the same place the others did? Your Slic3r variables in the start G-code are also in curly brackets instead of square brackets. The code won't parse that correctly.

That makes sense for your machine having an 80 nominal.
92.650 steps/mm / 80 steps/mm = 1.158.
29 mm / 25 mm = 1.16.
16% too many steps, 16% too-tall parts. Not looking like a coincidence.

Cooling settings with a minimum layer time should help , but as small as some of those layers are you'll have to slow down dramatically. Another thing that can be done, rather than just slowing down the print to almost nothing, is to make more than one copy or make something else of equal or greater...

Not sure how you got those settings. Check your Start G-code field. References to Slic3r variables should be in square brackets, not curly brackets. It would also make more sense to use the first layer temp variables instead of those corresponding to the rest of the print.
