The only time I've had that issue is with PLA in an E3D V6.

Retraction was the culprit. Have a poke around, there's plenty of writeup - but the short version is get your retraction short (2mm max) and slow (15mm/s) and you should be much better off.

If I was in CNC mindset I'd say you had incremental mode on your arcs instead of absolute, or vice versa. But this ain't that.

I'd say install a copy of the free netfabb tool, run the STL through it and see if there are any issues, repair them and try again.

If I wanted something that flexy I'd just use nylon.

Indeed, and it's by far and away the nicest bit of free 3D parametric CAD software out there. Hugely popular with the hobby CNC gang too, as it's got at least 3 axis CAM thrown into the freebie version which works pretty well.
